Plot[]

Atwater is undercover and enters a bar while Antonio and Adam slowly sip their beer. Ignoring the two men, Kevin approaches the back table and sees Rey, Antonio's CI, and Jorge Pena, a big-time gang leader, talking. Pena walks out of the bar, leaving Atwater confused, as they were supposed to do a deal. He asks Rey, and Rey tells him how Pena isn't interested in meeting new clients as it is Initiation Day for his gang. Outside the bar, Atwater watches Pena interact with some men when Pena's right-hand man approaches him and asks what he is doing. Atwater plays it off and asks that he just wants to do a gun deal with Pena.

At the district, Adam informs the team how their gun deal went south, telling them it's Initiation Day. Sensing trouble, Voight decides to arrest some of the younger men on Pena's gang before they do something stupid. Antonio, Kim, Jay, and Hailey head over to a house where the men were last seen and find a back entrance. When they enter, they find blood and a girl's dance uniform. They continue to search the room and find a naked dead girl. The team updates Voight on the victim. The victim was dragged into the house, raped, and killed, which is Pena's new initiation ritual. Kim also finds a charm bracelet belonging to the victim. While searching the place, Detective Scott Hart, a Homicide detective, greets Voight. Voight introduces him to the team, telling them they are working together on the case and asks Kim to partner with Detective Hart.

Back at the district, Kim uses the girl's dance uniform to ID the victim as Daniella Rios. Kim and Scott go talk to Daniella's mom. They tell her what happened, and Ms. Rios is genuinely devastated. Kim gives her the bracelet they found at the crime scene, believing it's Daniella's, but the mom tells them the bracelet belongs to Daniella's friend Tina. Realizing that Tina was probably at the house as well, they go talk to her. Tina denies knowing anything about what happened, but the bruises on her arms prove that she was also at the house but escaped. Detective Hart knows that she is lying and continues to push for the truth, but Kim decides to give Tina a break and tells her to call them whenever she is ready. Back at the district, Hailey finds Kim drinking coffee. Knowing something is bothering her, she asks what's wrong, and Kim tells Hailey about how she went through this when her sister was raped last year. She tells her how the offenders they arrested got 3 years but will probably be out in less, which frustrates her. Adam interrupts them and shares how he has something good regarding the case. He tells the team how he has been going over phone messages between 2 gang bangers from Pena's crew and a burner phone, which he believes belongs to Jorge Pena. After decoding the message, they reveal how the 2 gang members had kidnapped 2 young girls, raped and killed one of them, but the other escaped, which referred to Tina. They go to arrest the two members but find them dead and castrated.

Outside the crime scene, Adam and Kim update Voight on what they found inside the house but are interrupted by Pena's right-hand man. He demands to be let through the police tape, and Voight allows it. Pena's friend asks what happened, but Voight tells him that he will only share the details with Pena. So, they set up a time and place for Pena and Voight to talk. Voight brings Antonio with him to speak with Pena, hoping to get a confession, but Pena tells him how he had nothing to do with the two deaths. He even denies knowing anything about the rape and murder of Daniella Rios, which angers Voight. Back at the district, Adam and Kevin tell the team how Pena had no beef with anyone, which meant that the 2 gang members were killed by someone related to Tina or Daniella. Kim shares to the team how she wished someone had done something like this when her sister was raped, which would have made things more manageable, and Voight tells her to keep her head on straight. Scott and Kim talk to Tina once more, hoping to get a lead on their suspect, but she denies telling anyone about what happened. She continues to tell them how she just wants to forget what happened and move on. They realize that Tina has a boyfriend after seeing a picture of Tina with another boy. When asked if she ever told him anything, she says no as she doesn't want her boyfriend to look at her differently. They still talk to the boyfriend, and instead of telling him that something happened to Tina, Kim just tells him how Tina's friend was hurt. He seems to have no idea about this, which rules him as a suspect.

After digging through some old case files, they find that another rapist was killed and castrated a few months ago. After talking to the detective in charge of that case, they get a lead suspect's nickname, "Q". They go over some wires and find out "Q's" hangout spot. Hailey and Jay head to the bar and ask the bartender if he knows a guy named Q, but the bartender laughs it off, swearing that he doesn't know a guy named Q. The two partners walk out of the bar, and Hailey stops when she sees a woman with a 'Q' tattooed on her arm, shocked to know that their possible suspect is a woman. They bring in "Q," and Hailey and Kim ask questions about the murders of the two rapists who were castrated. "Q" denies knowing anything about the two murders and Tina, and Kim tries to praise her for her actions. Back in the bullpen, Jay reveals that "Q's" real name is Isabel Torres. She is a known criminal who helps young girls who need help. Voight sends Adam and Kevin to a pizza shop where the two gang members had pizza before being killed, hoping to get a lead. One of the employees ID the two gang members at the pizza shop. When asked if he knew "Q", he says no. He tells Kevin and Adam how the two gang members often came in with another Latina girl with curly hair. After checking security cameras, they ID the woman as Veronica. Antonio shows her picture to his CI Rey, who confirms that Veronica and "Q" are friends. Antonio asks Rey to sell some drugs to Veronica, so they can arrest her and get her to flip on "Q", but Rey is hesitant because he needs time to find product to sell. Antonio, instead, tells him to buy baking soda and use that as a look alike.

Hailey and Jay sit outside Veronica's house, waiting for Rey to drop off the drugs, but he is late. Jay reminds her that CIs are never punctual, and Hailey then tells him how you should never date a CI or an Italian if you want punctuality, as she had dated a guy from Rome once. Jay is shocked and teases her how he has no clue who she really is. As they wait, Hailey tells Jay she isn't so sure about Antonio's plan, claiming that women are hard to flip. Jay asks if women are more loyal than men, to which she agrees. Antonio's CI finally arrives and gives Veronica a backpack with the drugs. Hailey, Jay, Kim, and Scott move in and enter the house where Veronica is but finds no backpack. While talking, another girl runs out of the backyard with the backpack, and Kim and Scott chase after her. They finally corner her in a school building and are shocked to see Tina. They arrest her and Veronica and bring them in.

Hailey and Jay try to get Veronica to flip, but she keeps her mouth shut and stays loyal to "Q". Knowing that this girl won't help them, they decide to let her go as they can't charge her with distribution of baking soda. Kim and Scott question Tina showing her pictures of the dead gang members, and she finally tells the truth. She tells them how she was scared that the men would find and kill her, so she called "Q". She agrees to wear a wire to get a confession from "Q" as long as she doesn't have to go to jail. Kim sets Tina up with a necklace with a camera inside, and Hailey and Jay drop her off at "Q's" place giving Tina the backpack with drugs. They tell Tina to tell "Q" that she got arrested but didn't say anything and that the police released her because she had hidden the backpack before she was arrested.

At "Q's" place, Tina shows Q the backpack with the drugs, which impresses "Q", but Tina tells her how she still feels awful. "Q" reminds her that she just went through a horrible experience, telling Tina how she also was raped when she was little. Shocked, Tina uses that to bring up the murder of the two rapists, which "Q" admits to. This is enough for the team to move in and arrest "Q".

Back at the district, Voight tells Kim how he wants to put this case to rest, but Kim wants to offer "Q" a deal as she is helping young girls who have nowhere to turn. She thinks "Q" can help them get Jorge Pena as Pena and "Q" used to run in the same crew. Voight agrees to give "Q" a deal and tells Kim to talk to "Q" with Hailey. The two women talk with "Q" giving her a deal if she gives them Pena, which "Q" agrees with. In the bullpen, Hailey and Kim update the team on their deal and the time and location where "Q" is meeting Pena. Detective Scott tells Voight he is heading back to Homicide as they caught "Q" and gives good remarks on Kim. Adam and Kevin set "Q" up with the wire, and Kim tells her how if things go well, she can do 15 years in prison instead of life. "Q" tells her she won't let her down and drives to the meet spot. Hailey and Kim and waiting near the meet spot when Hailey asks Kim how her sister is doing. Kim tells her how she is still struggling and how Kim tries to be there for her sister. They are interrupted by "Q's" car driving up to the location, but before she gets there, another vehicle pulls near her and passes something to "Q" possibly a gun. Hailey tells Kim to tell Voight, but Kim hesitates as the deal can be blown, but she tells Voight what she saw. Voight is hesitant and decides to continue the deal. "Q" meets up with Pena and greets him and his sidekick. When "Q" shows them the products, she pulls out a gun and points it at Pena. Pena doesn't think she can kill him, but "Q" shoots him. She is about to shoot Pena's partner, but the team arrives, and she drops her gun. As Kim goes to arrest her, "Q" tells Kim how Pena was the one that raped her and tells Kim how she feels good getting the power back.

Back at the district, Kim goes to Voight's office and tells him how she knew it was a gun that was passed to "Q". She actually wanted "Q" to kill Pena. After hearing this, Voight pours her a drink and tells her he wasn't going to let anything get in the way of this deal. He also tells her how Chicago is a better place with Jorge Pena dead and to let it go.

Quotes[]

Jorge Pena: If you want to own a neighborhood or a territory, you have to break its soul first.

Isabel "Q" Torres: Ain't nothing feel better than taking back the power.

Burgess: You're tougher. More fearless. 'Cause you stand up for your friends. For women, for young girls. And then when someone commits a rape, you kill 'em, you castrate them. You ask me, you deserve a trophy. But that's not the way the world works.

Halstead: Hmm.. okay, that's one way to take care of rapists.
Ruzek: You gotta be kidding me. They cut 'em off.

Halstead: That's one hell of an initiation.
Upton: What kind of animal does something like this?
Dawson: What kind of animal makes someone do something like this?
